It is a spiritual weakness in one's power.

idleness and laziness are two different words in sound and meaning, but in many texts, you see these two words with the same meaning, and writers use whichever comes first on their tongue.

Ibn Hajar, while recognizing two terms, made sense of it like this: " Inaction is the individual who can do nothing in spite of having the power and strength. Al-Jazi is the person who wants to do something but can't."

Sheikh Ayni, may God have mercy on him, said to the narrator Abi Dawud when he was explaining the hadith: "O God, I seek refuge in you from laziness and Idleness ".

He made sense of that "neglectfulness is the soul that doesn't send itself to useful things and laziness is the person who can't complete valuable things" of a less skilled of a less capable individual to follow through with something.
